New York Vehicle Registration Changes that Commonly Require Action

A registration review is appropriate when any of the following circumstances arise:

  • A residential or mailing address has changed, which must be reported to the DMV within 10 days.
  • A legal name changes because of marriage, divorce, or a court order.
  • A registration document or title certificate contains incorrect information.
  • A vehicle is purchased in a private sale and must be registered and titled in the buyer's name.
  • A person establishes residency in New York or brings a vehicle from another state onto New York roadways.
  • Registration and plates are transferred to another vehicle that the same person already owns.

Where to File a New York Vehicle Registration Change

New registrations are completed at a local DMV office using the Vehicle Registration/Title Application (MV-82), submitted with proof of ownership and proof of New York liability insurance. A vehicle bought from a dealership is registered and titled by the dealer, which issues the plates directly. An owner located outside New York can apply by mail to a local DMV office, and the registration documents, plates, and a 10-day inspection extension sticker arrive by mail, with the title certificate sent separately.

The title certificate and the registration are distinct records. The title must stand in the name of the vehicle owner, while the registration may be issued to another person. Both transactions take place at the same office, and a change to the registration address also updates the title record.

New York Address Changes on Vehicle Registration

New York requires that the address on a license, permit, non-driver ID, and vehicle records be updated within 10 days of a move. The address change is submitted online through an NY.gov ID account or by mailing the Address Change form (MV-232) to the License Production Bureau with a copy of the current photo document.

A change-of-address filed with the U.S. Postal Service does not reach the DMV, so both notices must be filed separately. New photo documents display only the residential address, while DMV mail is routed to the mailing address when the two differ. Replacement documents with the new address are optional; the new address may be written on the reverse of the license and on the face of the registration document, but never on a title certificate.

New York Name Changes and Title-Linked Corrections

A legal name change on a registration and title is processed at a local DMV office at no charge. The applicant presents the current title or other acceptable proof of ownership, a completed Vehicle Registration/Title Application (MV-82), the current license or ID, the required 6 points of identity documents, and an original or certified copy of a U.S. marriage certificate, divorce documents, or court papers authorizing the change.

A name change is not an ownership transfer. To place a registration in another person's name, the current plates must be surrendered first. After that, the new registrant registers the vehicle separately and receives new plates.
